RAM needs to be purchased by EOS. The price of RAM is fluctuating with market demand. It can also be sold. You can buy RAM in AToken wallet or some other EOS blockchain browser.
As for CPU and NET, you need to stake EOS to get them. The total supply of CPU and NET in EOS system is stabilized, so if the demand is huge, you need to stake more EOS to get these resources.
In EOS network, the allocation of CPU or NET is based on certain proportion.
Taking CPU as an example, the CPU resource you can get is determined by the proportion the EOS you staked in the whole staked EOS.
As the whole staked EOS amount is changing, your CPU resource is always changing accordingly.
CPU and NET is calculated by day. If the price of CPU is 0.1EOS/MS/DAY, it means to stake 1 EOS, you can get 1MS CPU for a day. Once you have consumed all the CPU resources, you account may not be able to make any operations, so that you need to stake more EOS to get more CPU.
All the CPU you consumed will be recalculated and released to your account the next day.
